Sisters, Brothers and Siblings: I am honored to run for President of our Local with one clear purpose: to rebuild trust, restore accountability, and bring strength back to our union. Many of us have felt disconnected from the decisions being made, and frustration with how our finances have been handled is understandable. That needs to change, and together, we will make it happen. When elected, I will focus on:
• Financial Accountability and Transparency: I will call for a full independent review of our finances and ensure every report is shared with the membership. Every dollar of our dues deserves respect and responsibility.
• Restoration of Our Union Hall in Santurce: Our hall represents who we are, our history, our unity, and our purpose. It must be repaired, maintained, and revitalized to once again serve as a welcoming space for meetings, trainings, and community gatherings.
• Membership and Shop Steward Engagement: I will work to reengage our members and shop stewards, rebuilding a sense of belonging and participation. No member should feel left out of the union they help sustain. Together, we will restore communication, collaboration, and pride in being part of this Local.
• Training and Education: Knowledge is power. I will strengthen steward and member education on grievances, contract rights, and workplace safety. An informed and involved membership is an empowered one.
• Open and Honest Communication: You deserve to be informed and heard. I will ensure that every voice has a place in the conversation through regular updates, open meetings, and direct access to leadership.
• Community Engagement and Solidarity: We will renew our presence in Puerto Rico’s labor movement and stand in unity with all working families. My team shares this same vision and pride. We are union proud and union strong.

I am proud to announce my candidacy for Vice President of our Puerto Rico Area Local 1070. My goal is simple: to build a stronger, more united Local where every member career or PSE, clerk, maintenance, or MVS feels informed, supported, and represented.
As Vice President, I will work side by side with our President to strengthen our union from the ground up. Together, we will ensure that every postal office has a trained and effective Steward, and that every member has access to the tools and knowledge they need to protect their rights and their future.

• Representation in Every Office: Recruit and support Stewards so no member faces management alone.
• Member Education: Offer workshops for all members on contract rights, OWCP, safety, and benefits.
• Better Communication: Keep members informed through newsletters, meetings, and online updates.

For Treasurer
Brothers and Sisters,
I am announcing my candidacy for Treasurer of our Local. I step forward because our members deserve accountability, transparency, and leadership that protects every dollar of your dues.
If elected, my first priority will be a complete audit of the last three years, to be presented within 60 days. This audit will restore trust by showing members exactly how funds have been managed. If any fraud, misuse of funds, or violations of law are uncovered, I will take proper legal action.
I also commit to creating clear financial policies that safeguard our Local:
• Union Credit Card: All charges must have receipts, limit and monthly membership review.
• Union Vehicle: Mileage, fuel, and authorized use will be logged—no personal use permitted.
• Travel & Hotel Expenses: All trips will require approval, with cost-effective lodging and detailed reports afterward.
• Reimbursements: Standardized procedures to ensure fairness and documentation.
These safeguards will ensure that our finances are managed responsibly, and that waste and misuse are eliminated. Beyond oversight, I will promote financial planning that prioritizes representation, training, and support for our members and stewards.
This election is about restoring trust and ensuring your dues are used for their true purpose: defending our contract and strengthening our Local. With your support, we can bring real accountability and integrity back to Local 1070.
For Secretary / Assistant Treasurer
I am honored to present my candidacy for Secretary. Since joining our Union in 2021, I have proudly served in several key roles: as Steward, Trustee since 2023, and as a member of the Board of Directors, first as Secretary and now as Maintenance Craft Director. Each of these positions has allowed me to gain valuable experience in leadership, representation, and service to our membership.
My commitment has always been to strengthen communication, educate our members, and represent every voice with transparency, accountability, and dedication. Over the years, I have successfully fought and won cases of improper subcontracting, secured the conversion of PTRs to FTRs, addressed serious safety concerns affecting our members, and mentored new stewards to ensure they are prepared to protect and defend their coworkers.
With this new role, I will also work to create an official website for our Local where members can easily access information such as membership meeting minutes, updates, and resources. This will give every member greater access to information and allow us to stay more connected and informed as a Union.
I believe that teamwork, integrity, and open dialogue are the foundation of a strong and united Union. As a hands-on and collaborative leader, I listen, act, and stand firmly with the membership. If elected, I will continue to work tirelessly to keep our Union informed, engaged, and moving forward together. My vision is to ensure that every member feels represented, every concern is addressed, and every achievement is shared as a victory for us all.

My name is William Pérez. I have proudly served in the Postal Service since 2011 and am also a veteran of the Armed Forces. From the start of my career, I have represented my coworkers as a Shop Steward, first as a Mail Handler and later as a Clerk. I also had the honor of serving nearly three years as your Human Relations and Safety Director.
At the national level, I was appointed as an OWCP trainer by the APWU National President, giving me the skills to help members understand and defend their rights when injured at work.
For this new term, I am asking for your support to continue as Human Relations and Safety Director. My priorities are:
Expanding OWCP training for all members.

I am proud to serve as a Shop Steward and employee at the Patillas Post Office. Many of you in the Southern Area know me personally and know that I am not afraid to stand up to management when our rights are at stake.
I began my journey as a Shop Steward in Ponce in 2021, where I faced an intense and challenging environment that became my training ground. Those experiences taught me that careful documentation and strong written grievances are often more powerful than arguments alone. Through them, I learned how to develop, present, and win cases that protect our members.
The South has too often been neglected, leaving management free to act without accountability and many members afraid to speak out for fear of retaliation. My mission is to change that reality—to give our members a voice, to show them that there are effective ways to resist unfair treatment, and to prove that no one should stand alone.
